UK Local Authorities Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

According to a recent study of local authorities, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that 60% of councils are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling public land and open spaces to shore up their finances, but they contend they must continue to raise vital cash from asset sales or face insolvency.

The group said that a significant number of authorities attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on service redesigns and utilising financial reserves to manage growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in Kent announced its property management strategy featured the disposal of a retail complex in Rainham and a community venue in another town to generate £20m over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase local levies next April to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

A survey of county councils this week further found council budgets being stretched by the growing number of young people and older individuals needing Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the latest IMD measures,” noted the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties facing municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
